What is precision rally?

TOUR DE CEBU is the country’s only 1000-km touristic and historic car rally. The event is open to sports cars manufactured in 1972 and older.

This year however, we will celebrate the ‘70s sports car by opening up the field by liberalizing the interpretation of run on models.

TOUR DE CEBU 2023 is now open to sports cars manufactured in 1979 and older, and is organized by the Performance and Classics Enthusiasts (PACE) of Cebu with the able support of the Manila Sports Car Club (MSCC).

The TOUR DE CEBU was originally conceptualized as a celebration of a decade of friendships formed and shaped by the open road, but has blossomed into a major driver for road tourism, highlighting the beautiful roads and highways as well as the many scenic spots that the Visayan islands have to offer. It has captured the imagination of many classic car enthusiasts and fans .

Rules & Regulations

General

  • Tour de Cebu is a historic sports car precision rally conducted on public roads.
  • The event is not a speed race. Participants are expected to maintain the prescribed average speed and follow the official route.
  • All participants shall conduct themselves in a courteous, sportsmanlike, and professional manner throughout the event.

Eligibility

  • Only officially registered participants and vehicles approved by the Organizing Committee may compete.
  • Each vehicle shall have one (1) driver and one (1) navigator/co-driver.
  • Drivers must possess a valid driver’s license recognized in the Philippines.
  • All participants must complete registration, documentation, and the mandatory drivers’ briefing.

Vehicle Requirements

  • Vehicles must pass the official technical inspection before the event.
  • All vehicles shall be in roadworthy condition with properly functioning brakes, steering, lights, horn, and seat belts.
  • Each vehicle must display its official Tour de Cebu competition number and event decals.
  • Participants are responsible for ensuring their vehicles remain mechanically safe throughout the rally.

Safety

  • Safety is the highest priority throughout the event.
  • Philippine traffic laws shall be strictly observed at all times.
  • Dangerous driving, reckless overtaking, excessive speeding, or any behavior that endangers others is strictly prohibited.
  • Seat belts must be worn by both driver and navigator whenever the vehicle is in motion.
  • The use of alcohol or prohibited substances before or during the rally is strictly prohibited.

Precision Rally Rules

  • Participants shall follow the official route as indicated in the Road Book.
  • Official time controls and checkpoints shall be observed.
  • Teams are scored based on precision and timing—not speed.
  • Early or late arrival at control points may result in time penalties.
  • Missing checkpoints or deviating from the official route may result in penalties or disqualification.

Sportsmanship

  • Participants shall respect fellow competitors, officials, volunteers, sponsors, and the public.
  • Unsportsmanlike conduct, abusive language, or harassment will not be tolerated.
  • Teams shall immediately report any incident involving accidents or property damage to event officials.

Environmental Responsibility

  • Participants shall help preserve the communities and destinations visited during the rally.
  • Littering, fuel spills, or damage to public or private property is strictly prohibited.
  • Participants are encouraged to support responsible and sustainable tourism.

Official Instructions

  • Instructions issued by the Clerk of the Course, Marshals, Safety Officers, and Event Officials shall be final and must be followed immediately.
  • The Organizing Committee reserves the right to modify routes, schedules, or event procedures due to weather, road conditions, public safety, or force majeure.

Penalties

The Organizing Committee may impose penalties for:

  • Failure to comply with event regulations.
  • Dangerous or reckless driving.
  • Missing official checkpoints.
  • Failure to follow marshal instructions.
  • Unsportsmanlike conduct.
  • Any act that compromises the safety or integrity of the event.

Penalties may include time penalties, deduction of points, exclusion from a stage, or disqualification from the rally.

Liability

  • Participants compete entirely at their own risk.
  • The Organizing Committee shall not be liable for any loss, theft, damage to property, injury, or accident occurring before, during, or after the event.
  • By participating, all entrants acknowledge and accept these Rules & Regulations and agree to release the organizers, sponsors, and event partners from any liability arising from their participation.

Final Authority

The Organizing Committee reserves the right to interpret, amend, or supplement these Rules & Regulations whenever necessary to ensure the safety, fairness, and successful conduct of Tour de Cebu. All decisions of the Organizing Committee shall be final.
